The Rio South Texas Economic Council (RSTEC) is a public and private association of economic development interests within the four southernmost Texas counties—Cameron, Hidalgo, Starr and Willacy—formed to enhance knowledge of the area’s many assets; to foster the growth of the local economy; and to enhance the area’s competitiveness in order to attract capital investment and jobs.RSTEC partners identified the following regional economic development goals to guide the collaboration process:
